Transfer
Since the church, our former charter org, held the assets for all four Scout units, we had to officially transfer those assets to my non-profit. Since our church was still eager to host our Scouting activities, just no longer charter them, we also signed a Facility Use agreement provided by Scouts BSA and the national United Methodist Church.
To take over the Charter for a Scout Unit, you will need to apply to your Scouts BSA Council as a new unit. Also, if you are taking over the Charter from a former Charter Organization, the Scout Unit will have build up assets, bank balances, camping equipment, camping trailer, and other assets that all legally belong to the former Charter Organization. For the former Charter Org to be able to turn those assets over to your new Charter org, you will need documentation to enable banks to make those transfers.
While this list is very helpful to get you started, (it worked for me in Pennsylvania) it does to replace the need for competent legal advice in your jurisdiction.
